VSDC Free Video Editor is certainly a capable editor with a goodly selection of functionality. It has drawing and selection tools, lots of colour and lighting corrections. It has filters, transitions, audio effects and lots more.
When you have completed your project, you have the option to save it to file, optimise the movie for various mobile devices, or burn it to DVD.
Documentation however is somewhat limited, so it may take you a bit of time to discover how to get the best out of the program but it's well worth the effort.
